It is my duty and privilege to present to this House and to the Nation the proposals of the Government of National Unity for the Budget for the year ending 31 March 1995. …. The most prominent ones were undoubtedly the negotiation for the final foreign debt arrangement, the successful application for an International Monetary Fund financial facility, and the formulation of South Africa's trade liberalisation proposals made to the General Agreement on Tariffs and Trade.
